VA’s commitment to transforming itself into a modern 21st century organization that effectively and efficiently cares for Veterans and eligible beneficiaries and their families requires the establishment of foundational imperatives and strategic drivers that describe its mission and vision and what it takes to get there. These requirements serve as the target to which all activities must align and be measured against.

Domain Scope

The Strategic Domain describes VA’s strategic information such as goals, objectives, priorities, and measures that establish high-level outcomes necessary to accomplish the mission and vision. Information about VA strategic content is captured in the VA Enterprise Architecture Repository (VEAR) which is organized as illustrated in the diagram below: Conceptual Metamodel – Strategic Domain View. As shown in the diagram, the scope of this domain encompasses various types of Strategic information such as VA Strategic Goals, Objectives, Initiatives and Priorities. Combined with other VA EA content, this information provides strategic planners and VA leadership with key knowledge and insight to support decision-making within vital VA management processes.

Relationships

The information in the Strategic Domain informs the Business Domain on the VA’s key goals, objectives, priorities and initiatives. Additionally, the Strategic Domain information has other direct and indirect relationships to information in the other VA EA domains. These relationships:

  • Ensure that VA process improvement activities have understood goals and objectives that must be met.
  • Provide efficiency targets that decision-makers within VA Organizations must drive toward, thus ensuring that the people in these Organizations know what they are striving for.
  • Provide measures of effectiveness to enable VA executives to determine if their investments are truly effecting the positive changes as described in VA’s strategic plan.
  • Provide insight into whether VA’s technology is enabling its strategic goals and objectives.

When this Metamodel and its relationships are fully developed, the information captured in this Domain will guide business and technology outcomes across the Department. This Domain drives the mission and vision of VA.

Future Enhancements

In support of the Departments’ priorities, goals and objectives, the VA EA Strategic Domain will incorporate the most recent and relevant strategic and performance content to help support VA transformation initiatives.

Future enhancements include:

  • Development of a user friendly interactive visualization for the VA EA Strategic Content – VA Strategic Plan Goals, Objectives, Initiatives, Priorities and their correlation and alignment to the VA BRM Capabilities
  • Integration of VA performance measures into the VA EA
  • Incorporation and visualization of content from the IRM strategic plan into the VA EA
