Waivers allow projects, facilities, and other VA entities to come into compliance with VA’s EA standards (within a specified timeframe) while ensuring the enterprise is safe and secure.
The Strategic Technology Alignment Team (STAT) waiver process is a means for VA staff to petition or appeal temporary non-compliance of an Information Technology (IT) system (or enhancement to an existing system) from VA’s established Enterprise Architecture (EA) processes, standards, policies, and guidelines.
STAT facilitates Technology Waivers for exemptions from the Technical Reference Model (TRM) for all VA entities, including VIP and DevSecOps projects.
Under the OIT Governance Framework, Technology Waivers are reviewed by the STAT Working Group (WG), which has two standing meetings each week to adjudicate requests.
Waivers are temporary and time-bound, so you should actively work to transition to a tool or technology approved on the TRM. In addition to a transition plan, you should specify resource constraints and requirements necessary to move to an approved tool.
Once you submit a complete technology waiver request, STAT Support will assess your documentation and schedule a formal STAT Working Group (WG) review. Your ISO must attend the review; it will be rescheduled if the ISO is not present. During the review, you will be asked to provide a brief overview of your request and the business need/impact. The floor will then be opened to the STAT WG for questions. We strongly encourage you to invite technical project SMEs to your STAT WG Review to answer questions.
If your documentation is in order and there are no outstanding questions resulting from your review, you will receive a decision during the review. However, your technology waiver is not formally approved until you receive a signed waiver memorandum. If you have outstanding actions from your review, those should be resolved as soon as possible.
